This seminar offers a legal perspective on California’s Sustainable Groundwater Management Act (SGMA), exploring its key legal frameworks and regulatory mandates. Participants will gain foundational knowledge of California water law and how SGMA fits within the broader legal landscape. The seminar will also examine emerging legal issues and policy challenges impacting groundwater sustainability. Real-world case studies may be presented to illustrate legal applications and conflicts in SGMA implementation.

Presenters:

Jennifer Buckman / BKS Law Firm, PC – Sacramento, CA

Ms. Buckman has more than 25 years of general counsel and special counsel experience representing California public agencies on complex legal issues. She served as in-house general counsel for Friant Water Authority, a 21-member joint powers authority responsible for delivering water to six cities and over 15,000 farms on more than one million acres of land.

Austin Ewell / The Ewell Group – Fresno, CA

Mr. Ewell is a prominent leader in water policy, agriculture, natural resources and land use. As President of the Ewell Group, he focuses on water and land use matters, including real estate development, and real estate brokerage throughout California. A licensed California attorney and real estate broker, Mr. Ewell brings extensive experience in both public service and private sectors, with a collaborative approach to addressing complex Western resource challenges.
